Unfortunately I don't think disabling the URL tags would make much of a difference. Their spam would be less effective since they wouldn't get the backlinks they're looking for, but that's not going to stop them from trying.
I had a moderation system setup for a couple of months to screen posts by members with a post count of 5 or lower, but that still let spam through and about 1/2 of the posts it was flagging were legit.
